DHS for Providers Provider Information by Division Community Health & Prevention Provider Information By Program Early Intervention Documents for Review / Provider Notices Provider Notice Re: Interpreter/Translator Enrollment Requirements - 08/08
TO: Providers of Bilingual Interpreter Services

FROM: Janet D. Gully, Chief, Bureau of Early Intervention

    DATE: August 25, 2008

RE: Compliance with Interpreter/Translator Enrollment Requirements

    --------------------------------------------------------------------------------

Early Intervention rule (89 IL Admin Code 500, Appendix C, Family Training and Support) states the following:

"Individuals who are bilingual or an interpreter for the deaf may enroll to bill as an interpreter. Upon application for enrollment, the bilingual applicant must identify the languages for which he/she is applying to interpret and/or translate and document completion of Early Intervention Systems Training as defined in Section 500.60(f) and Early Intervention approved training for bilingual interpreter/translators and oral and/or written language proficiency using approved testing procedures. By September 1, 2008, all enrolled bilingual interpreters must have documented completion of Early Intervention approved training for bilingual interpreters/translators and oral and/or written language proficiency using approved testing procedures to maintain enrollment. Interpreters for the deaf must meet the requirements set forth in 225 ILCS 442 and document completion of Early Intervention Systems Training as defined in Section 500.60(f)."

Based upon a request for an extension to the deadline for the above requirements for enrolled bilingual interpreters, the Bureau of Early Intervention has developed a time line for full compliance with these requirements by January 1, 2009. On January 1, 2009, authorizations for bilingual interpreter and translation services must be held by individuals who are in full compliance with testing and training requirements. Child and Family Connections offices will be working with interpreters/translators who have met these requirements to ensure that bilingual interpreting/translating needs of infants and toddlers enrolled in the Early Intervention Program continue to be met.

Oral interpretation and written translation testing can be scheduled through the Illinois Early Intervention Training Program centrally via its toll free phone number (866-509-3867). Scheduling by phone is done Monday through Friday from 9:00 a.m. to 4:00 p.m. except holidays. Candidates are not considered scheduled until registration fees are received. Payment will not be accepted on the day of testing. Dates, times and locations will be posted on the training website www.illinoiseitraining.org.
For enrollment on January 1, 2009, oral interpretation and written translation testing must be completed by November 1, 2008. (This allows time for the exam(s) to be graded prior to the January 1, 2009 compliance date.)
Subject to testing availability, candidates are allowed to take each test twice within a 6-month period. Candidates will be responsible to pay the full cost for each test taken regardless of the results.
Information and registration for interpreter training can be found on-line at www.illinoiseitraining.org.
Work will begin now to inactivate the enrollment of bilingual interpreters that have failed to bill for services for more than 12 consecutive months (i.e., July 1, 2007 - June 30, 2008).
